Two choices

Today I was at a briefing about free school meals. The presenter told us that some schools have three choices of meals, some have two choices and some have one choice. I furrowed my brow and managed to hold my mouth closed. How is one a choice?  Surely you can't have a choice of  lunch if there's only one lunch on offer. You can take it or leave it, but then you're back to two choices.
